Avoid chatter exchange to trigger every time vessel leaves the ground (annoying when a rover jumps on the Mun).

Fixed.
Added a timer, equal to half of "secs_between_exchanges" auto chatter setting.
Also, this type of event will no longer trigger an exchange if auto chatter is set to off.
