No crew is returned by the API when scene is editor.

I suspect this may related to chances in 1.1 related to CMAssignmentDialog.
Now that class is alive but it does nothing. The data is in KSP.UI.CrewAssignmentDialog instead.

Nevermind, I realized this was never possible with CLS.
