I am hesitant to write this one since it is your mod and not sure how people like suggestions.

Speaking to balance it seems the 4500EC - 1600kW cooling generator seems a bit high for me, compared to USI 3.75 Nuclear reactor with 4000EC - 5000kW cooling. Not sure if you meant to do 450EC or another value.
