Spectator doesn't see staging during atmospheric flight/reentry

Spectating another player during reentry of Kerbin, we have two capsules docked nose to nose, plus a service module under a stack separator. The active player staged and undocked the parts so the spectator could switch to the available capsule.

The active player's game showed staging and physics as normal. The spectator's game didn't show any staging event at all, and the spectator observed the combined stack continue to the ground, slow down under parachute (which did not deploy visually) even though the stack would have been too heavy for parachutes, then the service module exploded when it intersected the ground.

The active player observed the available capsule and the service module fall away and impact the ground, and deployed chutes and landed as normal.
