Reload Serverlist plugin on server restart

Oh - I did this and totally forgot about it :)
The build from my build server http://godarklight.info.tm/dmp/downloads/plugins/DMPServerListReporter/DMPServerListReporter.dll
It also adds a /reloadreporter command.
