When turning on Offset mode, I find the offset changes in steps until I change the angle snap setting, and then it allows smooth adjustment of offset. The actual angle setting doesn't seem to have any effect. Any angle snap change allows stepless moving, and then it stays that way until I switch back to placement mode. Using Linux, Steam version (pretty sure it's 64-bit). I recall this was happening under 0.90 non-Steam Linux 64-bit version, too.
