This actually doesn't seem that bad, but the example posted must have been scaled smaller. So it's probably more necessary to separate the flange from the tube and individually scale each one...except of course the flange can't just be scaled because the inner diameter needs to remain the same. This sounds like a really good justification for procedurally generating the tube like @Icecovery wants to do.
