Items in free seats's inventory are not cleared and counted to the vessel mass

Once vessel is placed on the launch pad inventories in all unoccupied seats must be cleaned to not add "hidden" mass to the vessel.

FYI. To work with legacy save files the cleanup is done not only at launch pad but at any part start except the editor mode.
