Exception when move&attach a static attach item

Steps to reproduce:

  1. Choose a statically attachable part (e.g. CB1).
  2. Move it and choose Attach to ground action.

Result:
A NPE exception is raised, and the part is not moved.

WORAKROUND
Drag the part into an inventory. Then, put it out and attach.
