Implement some tests for validating reference frames with respect to some fixed point. Quite a few issues exist related to reference frames and need to be able to rule out programmatic error. Related issues should be consolidated here.

Some tests already exist for this here: service/SpaceCenter/test/test_referenceframe.py

There are quite a lot of "TODOs" in there though, and more tests could be added.
