Refresh the ModuleManagerWatchDog DLL

Due the mishap described on KSP-ModularManagement/ModuleManagerWatchDog#3, refresh the WatchDog DLL using the original DLL package.

DO NOT USE the building toolchain. "Esta porcaria tá cagada".
