When a light upper stage is controlled by MJ it can happen that the gimballing starts to wobble around.

Instead of fiddling with attitude auto-tuning values, MJ itself should recognize this and just decrease the Gimbal Limit, starting with 15%.

After staging the Gimbal Limit should be resetted to default (what has been set in VAB, so usually 100%).

This is probably not the right way to fix this, but closing in favor of #1050 to reduce dups
