I'd like to have an option in the Maneuver Planner to have a Bi-elliptic transfer option, with parameters for target orbit (apoapsis, periapsis, inclination) and apoapsis for transfer orbit. Please reply if you have any comments, concerns, or just if you agree with this request

That's probably covered in #1058 or #1059 or one of the other epics.

The fact that those are all three years old without a lot of traction suggests it is unlikely to happen though.
