Mechjeb 2 doesnt attempt circulization after coasting to apoapsis

Before someone says mine is a duplicate of #131, remember I did change the vessel into ship. There's mechjeb communications, about 400 electric charge in my spacecraft, and I have RCS, but despite everything it still doesnt work.
