A flight mode that hovers a rocket at a set sub-orbital altitude with a set velocity relative to the surface.

Not quite. Translatron will hold altitude once it has been achieved, but won't ascend/descend to a set altitude.

Note: this is intended for rockets and not VTOL aircraft.
