I try launching into the plane of the Moon (from the Cape) and it gives me an almost-exactly-inverse orbital plane.
Easiest way to replicate is to make an RSS install and try launching into the moon's plane.

Launch to plane should now work . This was an unintended side effect of an earlier change;
LTR seems to work as it always did (not changing the plane)

Apparently LTR is just plain broken: Einarr on the forums is getting the same issue with a fully stock Kerbin/KSC.
