Landing guidance not accounting for rotation?

Hi,
I've been using MechJeb successfully to land on the Mun from a 89-90 degree inclination from a ~10km orbit.
Lately it seems like MechJeb is not accounting for the bodies rotation when it makes its plane change burn, and as a result you always land about 20 km off from the target (at least on the Mun).
I'm attaching some screenshots. I've seen the problem in the latest dev build, 2.2.1 and tried build 234 in attempt to see how far back this goes.
Is this a bug, conflict with something else?
Removing KSPTOTConnect from GameData seemed to fix the issue. I'll let the author of the Trajectory Optimization Tool know about the problem
