Exactly what it says in the title. Happened on a clean KSP install with a clean MJ install (except for edits making mechjeb unlock from the start).
As well I just found that the Maneuver Node Planner and Editor windows don't open, I'm assuming this is related.
Edit: They throw NullReferenceExceptions when the checkbox for the window is checked.
I had the same issue. In order to create maneuver nodes you need to upgrade your tracking station. Then it works.
Not directly mechjeb related.
Still it would be possible for someone to unlock maneuver node stuff in mechjeb without having unlocked it by upgrading the KSC.
It should at least say why that functionality isn't available, even if that's the intended behavior.
