Docking autopilot keeps turning RCS off

Ok, maybe I was a bit hasty here... is this a mechanism to save monopropellant? Will keep testing
No, definitely broken. RCS is off and things are drifting away from one another.
Yes, the idea is to save fuel, but it has problems, as you've noticed. If your target-relative velocity is below a certain threshold (0.25 m/s by default), the docking AP will stop using RCS altogether. This threshold can be configured by adding "Thrust > Conserve RCS fuel threshold" to a custom window.
