This is quite annoying on reusable rockets. Suggestion: Maybe add a check if all usable tanks are empty and ignore the locked ones.

MJ is not an AI. It can't know that you wanted to bring this fuel up but now want to dump it. Adding such check will generate unwanted staging for most common design.
