RCS Balancer does not work

To reproduce:

  1. Build craft with unbalanced but balance-able RCS (i.e. RCS thrusters on both side of CoM but one closer than the other)
  2. Turn on RCS and Smart RCS translation (in RCS Balancer).
  3. Use translation controls

The ship still rotates and all RCS thrusters are on full thrust with no signs of balancing happening.
