Reentery simulations broken

When using landing guidance to land at kerbin the simulations "flip flop" between two results which causes correction maneuvers to also flip flop witch causes inaccuracy and potentially burn up.
Gotta include more details. For example this happens trivially with an approach that clips mountains (on any planet) and it'll bounce between the mountains and beyond the mountains usually with lithobraking results. The solution is more on the user to avoid planning landings which graze the terrain.
