Kerbals can be kloned on the surface (launchpad) regardless of whether:

allowSplashedOrLanded =

is set to true or false.

allowOrbital =
works as directed.

It means that I can have my orbital only arcology spawning kerbals regardless of where it is, but the surface one does spawn kerbals in space.
