When EC=0 - can't switch mode on fuel cell.

This is working as intended as a gameplay balance issue. If the mode it set to use fuels that are available, the vessel will never reach zero EC until it runs out of fuel. However, if the fuel cell is set up incorrectly - the vessel will reach zero EC, which makes logical sense. So remember to check your staging, and check your fuel cell's are set up! :)
