The parachute-equipped IACBM is only compatible with the (currently WIP) FusTek Station Parts IACBM. As the Station Parts pack has not been officially released, some users have been confused by the presence of the IACBM variant in the VAB/SPH parts list.

Ideally, the parachute-equipped IACBM should be hidden from the VAB/SPH parts list by default, and only re-enabled by a MM patch when FusTek Station Parts is added to the game.
