Update Service Module and Avionics Ring to use new stock fuel cell generator PartModule

KSP 1.0 introduced new fuel cell generator PartModules that convert LiquidFuel and Oxidizer to ElectricCharge. As such, the Service Module and Avionics Ring should now make use of this new system.

Updated CFG files, awaiting feedback from user testing.

User feedback states that the new ModuleResourceConverter-based fuel cell is working properly, and not simultaneously displaying both the on and off buttons like on the old ModuleGenerator-based version was.

User Moon Goddess notes that ElectricCharge isn't being filled 100%, and is still investigating.

Moon Goddess reports that stock fuel cell part behaves in exactly the same way, so presumably this is intended behaviour.

I'm calling this one done as well.
