Add option to ignore PQSCity mods

KK now changes the altitude of statics based on the planet size.
This will result in the altitude of buildings being resized twice, once by KK and another time by SD.
To avoid this I will add an option to tag certain PQSCity so that they are "Ignored" by SD
This will allow KK to handle its statics without needing to worry about SD messing up their position afterwards.
@GER-Space could you confirm you didn't revert the changes you described in this post?
