[Bug π]: 5M Stack Decoupler doesn't decouple properly due to minor code error. WITH FIX!

Brief description of your issue (aka the problem)
For it to actually separate, you have to manually right click on the part and click "Decouple". This is because in the file "stl-decouple5m.cfg", under the module for the decoupling logic it is set to "staged = False", when it should be "staged = True". I would just submit a request for a code change as I know there is a way to do that on github, but I don't know exactly how. Thank you!

Press stage.
Decoupler does not stage, only the seperation SRB fires.
