DP1 chutes not deploying, "unsafe" due to high Q?

DP1 chutes often don't deploy for the "unsafe" Q during descent.

setting from 15k to 30k fixes it for kerbin, not sure for Eve etc with thicker atmosphere and higher gravity. Should I PR this?
