Food producer module

Thinking greenhouse like thing that can use waste to produce food. Thinking this will take lots of electricity and be a large part that is only useful on a orbital station or transfer vehicle. Thoughts?

@Joshwoo70 - for the purposes of TAC-LS that approach is a no-go, since it depends on light availability. TAC-LS is already "skipping" on checking electric charge when vessel is not focused, the same would have to be done here.

A tube that consumes large amounts of electricity is easier to implement.

(Engineering discussion skipped.)

@keyspace - and it is my full intention to change TAC processing around skipping EC when vessels are not loaded (correct term).

I'm thinking there are several food production mods out there already. Why does TAC LS necessarily need it's own? Not into re-inventing the wheel. As long as those other mods support and work with TAC LS I don't see a gap.

It would also need to have a much larger volume than any of the current recycler modules, so we'd probably need model work. We'd need to coordinate a bit with existing greenhouse mods which interface with TACLS. SETI greenhouse simply uses the TACLS generic converter module, which is what I would use too. KPBS has its own module, so we'd need to talk to Nils277 and see how we want to approach the MM patching. Same for MKS. There are probably others I'm forgetting. I think that, in the case of mods which have their own converter modules, we'd disable the TACLS module and enable theirs in order to avoid stepping on toes.

I also think if we add this part, RO might want to disable it since it hasn't had real life implementation on this scale (compared to waste water and air recycling). @NathanKell , what do you think?
