TACLS/MM part category icon duplication

If you reload the Module Manager database (normal or quick, it does not matter) then TACLS creates a new part category icon, along with the old one. This leads to a lot of duplicated icons that fill the part category list.
Since it only occurs with MM and specifically when reloading the database it is not a critical bug.
