Omicron uses external seats. Can TACLS resources be shared with the host vessel? and operate similar to internal seats?

Implemented processing into TACLS that will fill up an EVA kerbal's suit (and empty out waste resources) from the resources within the vessel when they are in an external command chair and exit the char.
