Mitigate the HotKeys being hijacked by 3rd-parties

CTRL-K & CTRL-L were in use by TweakScale since the beginning of times.
On 1.4.0, the AutoScale were deactivated due a regression on the KSP API that were not diagnosed at that time, and so CTRL-L ended up being "available" for some time.
But in a way or another, there's no consensus neither central authority on the use of HotKeys on KSP, and so it's less then advisable to rely only on them for key features.
So a GUI to allow activating and deactivating the Features are needed.
