I dragged my feet too much time on this.

On CurseForge, deliver the Scale_Redist.dll on TS' PluginData.

Then, ModuleManagerWatchDog will check at startup if 999_Scale_Redist.dll is present, check for the PluginData one, compare and update 999 if needed (or just move the damned thing if not present).

This task is blocked by KSP-ModularManagement/ModuleManagerWatchDog#5
