TweakScale 2.5 is going to remove all non Stock patches from the distribution for good. See #107

So in order to preserve savegames, TSC Legacy must be available first - but at least this one can be released sooner, as there will be no dependency over the new TS 2.5 codebase.

This task is to remember to publish Legacy before releasing 2.5 into mainstream.
