Auto Scale are not sending KSP-Recall the `OnPartResourcesChanged` event

This leads to a part, when attached radially at least, to retain its last Resources definition besides been scaled!

A workaround for the problem is simple: just save and load the craft again on Editor. This does not affect the Craft on any other Scene, it's a Editor only issue.

Commit ab0a263 fixes the issue. At least, for KSP < 1.11.x

On KSP 1.11.2, the Auto Scale with symmetries started to behave like #283 .

This corroborates my thesis: KSP 1.11.x's Editor screwed up the this.part.symmetryCounterparts .

Anyway, this issue is fixed.
