Place the file in the VAB folder of your Kerbal Space Program game file. When launching it, it's best to use the infinite fuel cheat so it will last. It goes pretty fast, can make it into orbit and go to other planets (with the infinite fuel cheat on).
It's built using stock parts and no mods are needed.
