Chatting without logining, soon execute commands

Before reporting an issue make sure you are running the latest build of the plugin and checked for duplicate issues!
What behaviour is observed:
Player can chat without logining in account
What behaviour is expected:
This player also dm me, and he say soon he will can type commands, but not now
Steps/models to reproduce:

Began experiencing this same issue after I switched from GroupManager to LuckPerms. No idea why this would be permission-based anyway, but it seems like that's the problem.
Welp, since they never fixed it I just patched it myself, and since he closed this issue I uploaded it to Spigot
