Wool captures should override no block placement

Wool should be able to be placed on a VM, even if it's in a no-block-placement area.

I can only assume this is in reference to Vertigo. That is the intended solution. Thank you for making an issue.

Wasn't specifically for Vertigo, rather for WoOLoOlOo, but the concept remains.
