Allow Referees to Distinguish Chat

Referees should be able to broadcast a message that stands out on the screen of players. This can be accomplished by a simple command such as /a
or /b
to announce (says who is talking) or broadcast (does not say who is talking) a message. This would give referees the ability to dispense information quickly and effectively.
Proposed Additions
- Normal referee chat is hidden from players / streamers while match is in progress
/a
or/announce
- all referees, distinguish chat and make visible to all players / streamers/b
or/broadcast
- only admins, distinguish chat and make visible, don't say who is talking/n
or/notify
- all referees, notify streamers (adds notification marker wherever referee is)
The /notify would be really helpful since often refs see things happening that streamers haven't picked up on OR we are distracted by a big cannon or shootout and can easily miss something else of significance.
CoTM had a similar command for the "tellers" to feed streamers. On especially long game types like bedwars or uhc this has been very helpful to me as a streamer.
