We have an issue on out server with the strength Effect, perfect brews give Level 3 effects which are not normally obtainable.

It would be helpful to have a config option to set the max effectlevel a potion can give.

I was thinking about doing an option to set min-max level like this: STRENGTH/1-4

That way you could set the minimum level at bad quality and the maximum level at good quality.

Also you could do POISON/3-1, so that at bad quality, Poison would have a high level and at good quality a low level.
