Another limit you might want to add to the config is
maxplans: 1
that way people can set it up so that people on there server can only have 1 or 1000 plans at once, and no more then that. i was thinking this would be for not only plans but maybe plans and committed plans that are not finished that way GM's can limit how many active plans there are on the server.

side note: have it when you do /plan list it shows what world that plan is in as well would make it easier to find if you have a lot of worlds on your server ^.^
