Improvements include:

• Cars should check what is in front of them to climb
• Entering a ClimbBlock via "/carz addCB" should instantly reflect list, and also "/carz reload".
• "/carz addCB" can still be buggy - will investigate

Rewritten climb blocks, now stored amongst block types of "climb", can be added to and removed using the command "/pa add climb (material)" and "/pa remove climb (material)".
