Steps/models to reproduce:

1. Set auto-skin-update to 20 minutes.
2. Join to the server and left.
3. Change skin.
4. Wait 20 minutes.
5. Join again the server.
6. The skin not updated.

I don't think so, but I don't know where to see this.

What's the output of /skin-info including the unix timestamp at the time you joined the server (doesn't have to be that precise - minute is enough)?
