As the title suggests, it'd be very helpful to have a config value that only allows chunky to generate chunks when no players are connected, to avoid significant slowdown for players on a slow server.

Please see old issues on this, but tldr; players being online on its own has little/no impact on performance while generating. If you are having issues such as slowdowns and crashes I highly recommend looking on our wiki at the FAQ and joining our Discord if you need help troubleshooting. Sometimes other plugins or mods can cause performance issues.
