On Minecraft 1.21.4, whenever villagers die and get rolled back, they permanently lose their job site. Placing down a new job site will cause villagers to produce green sparkles, but they will never claim the job site in question. For example, you can rollback an armorer and place down multiple blast furnaces, and the armorer will try to claim one blast furnace after the other without actually claiming them. Thus, they also never work and restock.

Edit: This issue is also present on Minecraft 1.21.5. Both versions used CoreProtect v23.0.
