Change of behaviour to MC1276 and MC1277

Could you set a permission to MC1277 that is required in order for line 4 not to be some standard value. The default radius should be around 10 blocks (or as defined in the config).
In MC1277 there is a bug with moving in and out of range looses track of the runnable so the radio always plays or starts skipping endlessly.

MC1276 could be improved if there is only 1 person listening to a station then they can skip by pulsing the radio, song position and position in song shuold be handled in a threat in the radio-station so any listeners just receive the notes from that. This way it would act like a real radio station (its playing even if no one is listening)

That's not exactly how it works sorry, the stream can only be progressed by actually handling the MIDI data.

Radio ICs don't play when no one is in the area for efficiency reasons. It's quite expensive to stream MIDI files, so therefore it makes sense to not do it when no one is listening.

I probably didn't explain it properly. it doesn't need to stream when no one is listening, just progress the pointer.
