Bug Description
Gates are not functioning properly when made below y = 0.
If you build the gate in to start it will open the gate properly the first time you interact and pull all the blocks in, afterwards it simply does not function properly. It only places about 4-5 blocks of the gate blocks and nothing else.
Here is a visual example of how the gate is functioning in a negative y level.

Gates are functioning properly at y levels 0 and above.
Here is an example of the gate functioning at y = 10

Expected Behavior
Gates to function in the same manner as they would above Y level 0.
Reproduction Steps
Reproduce a broken gate:
- Build an acceptable gate structure below Y level 0
- Use gate sign - see results.
Reproduce a functioning gate:
- Build an acceptable gate structure above Y level 0
- Use gate sign - see results.
