MC1230: Day check IC doesn't appear to function

Either a manual or auto clock signal fails to change the MC1230 IC from 'IT IS DAY' regardless of the time of creation.

The sign says "IS IT DAY" the output will either be 1 or 0, depending on if it is DAY or NIGHT.

1/TRUE implies it IS in fact day.

To clarify, the title should not and does not change to reflect the state. ( This was decided upon to save bandwidth. )
