CRAFTBOOK-2247 - Reported by jb_aero

On version 1254, the infinite bottle issue still exists. Discovered by ops, tested further in survival as non-op with only craftbook.mech.xpstore.use, a full stack drops when the player has no xp.

Further suggestions,

1. make the block configurable, some people don't want spawners on their servers
2. make the drop rate configurable, it actually seems UNDER powered now (I had 30 levels and only got 12 back)
3. switch the sneaking state, so regular placement makes regular placement, and sneaking is the modifier for the mechanic
